I would checking the air charge temperature sensor, engine coolant temperature sensor, fuel pressure regulator, and fuel pressure. Here is a resistance chart:

Check this link from Glacier991 about using a fuel pressure gauge.

There's also the throttle postion sensor, but I would think that would cause you problems all of the time, not just on startup.

yeah i have tried cleaning the mass air flow sensor even put a different one on it no help at all

As suggested checked your temperature sensors. There have been posts in the past where people had "hard start" problem and this was the root of the problem. If your vehicle "thinks" its warm (at normal running temperature), all settings will be set for that.... but if it really isn't then maybe things like fuel mixture, "choke" or equivalent won't be right. Also as indicated, the TPS sensor can be a problem as again, the vehicle may "think" that you are pressing on the gas when you really aren't or vice versa depending on the TPS readings.

One other thing, when your vehicle is in "normal warm up idle" (ie. in gear), what are you reading.... this should be around 650-750 rpm.

If its the SOHC then I would bet intake gaskets. Had the same problems with mine. Did the gaskets and problem went away.

yeah its a sohc and that was a suggestion at the ford place they told me it was probably a vacum leak and to buy a can of b12 carb cleaner and spray the whole motor down and see if it revs up and were you sprayed to make it rev up then there is a vacum leak i did this and come up with nothing

everyone always mentions the quick fix of the IAC or MAF. if you are having problems with your morning idle in cold temperatures then it's probably your manifold intake gaskets jp450 was talking about. there was a recall for it.. if you're under 72k miles it's fixed free. i'm guessing you aren't so you will have to pay for it. i got mine done last summer and i haven't had any problems starting in cold weather anymore. it's about a 300-500$ job to have Ford do it. I got lucky and had them quote me 2 hours on labor which only amounted to 200$ total for them to replace my gaskets and the cam chain tensioner. i would suggest not wasting more money on your IAC and MAF.. for those are merely for a smoother idle. i feel your problems are deeper than a rough idle, which means you need to get the 00m12 recall done.

hope this helps

edit: i meant no offense to everyone who mentions IAC or MAF first.. it's a great start and obviously the main reasons for a rough idle.. but i was merely saying i think the problem is worse - especially if ford mentions a vaccum leak. you need to get the 00m12 done.
