I just got a new pair of KC fog lights in trade for a small power inverter. I'm curious how hard it would be for one to make the bumper mounting brackets for a 99 explorer at home with no bending tools on hand.

I got the KC Fogs too and they are great! I also have them mounted in the front bumper and I love the look. Check out my thread for pictures.
 






Yeah, i saw that thread and i know how to make the brakets, but i dont know how to bend the metal without a jig or whatnot.

On thinner metal I like using a vice, sometimes if I don't want to mark up the part I put pieces of wood between the jaws of the vice and the part.
I use another piece of wood or metal against the part and hit that with the hammer to reduce marking.
Tap the metal with a small hammer, small hits across the piece, back and forth. Apply the force that is necessary to get the metal to bend.
If the metal is thick say 1/4 inch or so then consider heating until cherry red, bend it then let it air cool.
