pull on the piece of plastic so you can get access to the cable then you will be able to see the cable. The cable you are looking for is right below the tool as you can see in the pic. You maybe able to reach through the grill and look for the cable that unlocks the hood latch and then pull on it or get some long needle nose pliers and twist the cable. The pics are on a 2002 explorer not sure if the 04 grill is the same. hope this helps.
You can also try pushing down on the hood while someone pulls the latch. Had similar problem a couple of weeks ago on my X. It worked for me then I sprayed it with WD-40 and followed with silicone. Works great now.
