Paint removal on Sport Trac Plastic Air Dam??

My mom's Sport Trac got into a little rub with another vehicle and the other vehicle rubbed its paint on her plastic lower air dam (The plastic trim below the actual painted bumper). How would one go about removing that paint from the other vehicle and restore the plastic to somewhat its original color?

Any suggestions?
