I was under the car dropping the oil pan and noticed this. It was just sitting on the front crossmember. I was able to get it out easily.

Anyone know what it is?

It is hollow, tube like...

I'm positive I didn't knock or break it off.

Is it a major issue for this to be missing? It kind of looks like it has been disconnected for some time...
 






Should not be a major issue, especially if you were not in deep water. Just reconnect.
 






basically the rack and pinion is sealed on both sides with grease boots, they keep the grease in the inner tie rods
The boots are vented side to side, because when you turn one compresses and the air needs to escape. Ford basically added a crossover vent line so the air escapes the collapsed boot and enters the expanding boot, as you turn. without it you will simply suck in air and water and eventually the inner tie rod grease will dry up
