I’m asking for someone else. I think it’s a 2004. Their car will barely move you until it reach 3000RPM/30MPH. What could it be?

It is impossible to give specific advice with so little input. I suggest they take the vehicle to a parts store and have them retrieve any trouble codes. They will do this for free. Then come back here and report what they found.
