My mechanic said- "the transfer case needs to be taken apart to replace the front seal." {Is this true?}

Transfer cases do have oil seals in them. Not sure which trans case you have but parts are not that expensive.
 






There is a 4405 rebuild diary thread posted on this site that implies that the front input shaft must be removed in order to replace the seal. That would, of course, require the t-case to be removed and opened up. I'm sure this is typical of other Borg Warners. And, if you're going that far, you may as well have the insides inspected and parts replaced; especially, the shift fork which is a common wear item.
