Sounds like you are talking about GM's Gov-Lok. They actually aren't that new. I don't recall what year vehicles I first encountered them on, but I would guess they have been around at least 15 years or more. It is a really neat idea as it acts like an open carrier until one wheel spins then the other will lock in. It's too bad they break so easily. I don't know how many broken ones I have seen over the years. Someone I used to know exploded one accidently just by driving in sort of a figure 8 pattern in a parking lot. He parked the truck after doing multiple turns in a parking lot. A few seconds after he parked he heard a load boom which turned out to be the Gov-Lok exploding. It blew parts right through the axle cover.
The info-mercial with Howie Long has been on a lot lately, that's where I heard of that carrier.
