Mine started with the running boards and moved up to the rocker panels. I removed my running boards last year, as they were almost completely rusted. Wasn't hard to remove them, they basically just fell off! Replacing rocker panels next.
Evey Ford I've ever owned seems to have a rust issue except my 98 explorer for some reason. I consider it an outlier though. I go as far to call mustangs rustangs.
They all seem to start rusting just forward of the rear fender wells. Best thing you can do is catch it early and head it of at the pass. Sand or wire brush away the first sign of rust and apply primer and paint.
