Rust Starting - Paint Bubbles

I'm starting to see a couple of spots of paint bubbling up and suspect there must be rust spots underneath. There are a couple on the front of my hood and one above the rear license plate holder.

I want to nip these in the bud and prevent any more...

Any suggestions on a paint protectant or other approach to keep rust at bay?

One other spot that is getting rust is the wheel well where the bottom of the back doors seem to rub slightly. Can only see this with the back doors open.
 






I'm fairly certain that the hood and tailgate where bubbling are aluminum. You can check with a magnet, but if the 3rd gens are notorious for that, the 4th will also. It's most likely corrosion, but not rust.

Hood is aluminum for sure.
