still haven't heard anything back on my problem with my 94 EB 4x4. The thing just won't up-shift unless you let up on gas. Not up-shifting is really eating the gas too!

First thing to check is the vacuum line to the modulator. If there is fluid in te line the modulator needs to be replaced.

The governor could be stuck or sticking.... that is a little more involved but can be fixed without removing the trans.

You could also have lost your intermediate band.... for a host of reasons including breakage.

Finally, you may benefit from a valve body rebuild....

Transmission is probably done for. Mine wouldn't shift from 2nd to 3rd and I had to get a tranny rebuild.
