That is because someone stole the radio and broke the surround. The AWD surround with no switch is rare. They needed a replacement and used the 4wd panel. If you were to look behind the panel the switch will not be connected to anything
There were no 2nd gen selectable 4wd v8 explorers made by ford. All of them were either 2wd or AWD.

Seems like a lot of trouble to go thru if it was available from the factory, don't you agree?
If your 98 v8 had selectable electric 4wd, someone swapped in the transfer case and a smaller gas tank before you owned it. End of mystery
