Does a 2002 Ford Explorer XLT have tortion bars? If not, what is the cheapest way to drop it 2"-3"?

no torsion bars. You have coil springs on all 4 corners. There are lowering springs you can put on it. Search the suspension or lowered section and you'll find what you're looking for.

As froader said, 2002s don't come with tortion bars. You can buy lowering springs, or watch a video on how to cut yours short, make sure you pay attention to the video, no way to undo a mistake.
