Tow-Mode Button Installation

I recently bought a 2013 XLT 2.0L Ecoboost, and following instructions here upgraded the switch bank below the light switch to include the Tow switch. To my surprise, when I press it Hill Assist mode is activated instead of Tow mode. I have FORScan, is this something that I need to activate somewhere? Thanks!

Your thread was merged with this one found using the 'Search' button in the upper right,
I'm guessing that your XLT did not come with the factory tow package. Is that correct? Unfortunately, I have no experience with FORScan so hopefully another member will jump in to answer the question.
