Vacuum Tester Question

I bought a Vacuum & Pressure Tester (Actron) from Sears. This could be a dumb question but when it's not connected to anything shouldn't it read 0?

I just took it out of the package and it reads 8 inches Hg.

Can you take it to the store and compare it to others?

I went back to the store and exchanged it for one that was reading 0. The sad part was there were several of them that had +/- readings.

It's the Actron CP7803 (http://www.actron.com/product_detail.php?pid=16176). If anyone else is looking to buy one make sure it reads 0 or your readings will be off.
