That will power the vent function, defrost, floor, vent, etc

Maby that's why my vents closest to the window does not blow a lot of air, and sometimes cold

It's called a "vacuum motor". There are a few in there, in the pic below the yellow one is outside, under the hood, the other three are inside cab. The blend door is electric.
