Where does this lil guy go?

Was doing some tune up stuff and noticed this piece hanging. It’s had to have been off for awhile now because I don’t ever remember seeing it before. What does it do and where does it go? It doesn’t really seem to have a place that the wires can stretch to.

Mounts on one of the coil pack studs so that it gets a ground

That is ignition coil capacitor that filters Rf noise from the coil power feeds

I'll second that. Clean up the mount flange and bolt it back onto the coil pack that it shares the loom with. You won't notice any drivability issues but it reduces RFI in the electronics systems.
