Mine is pretty close to the same, bolted with 1/4" plating welded to the frame on either side for strength.

Guess I should have updated the end result for the mounting plate install choice.
I ended up bolting it on with 1/2" grade 8 bolts. I used 1/4" Brackets bolted thru the frame & to the mount plate. It turned out pretty well, and is nice and snug fitting.
I put the winch in my 95 in that spot. Worked out great. I just bolted mine to the frame. never a problem. even when it got totaled last year. didn't affect the winch or mount. even though it bent the pass side frame
