$14K to $18K total rewire???

You've got some fantastic advice in this thread. Basically you need a person who is familiar with Ford electronics, or read up on Forscan and become conversant yourself. It's quite a lot to learn but you either invest your time or you pay someone else. There's a huge community of people who have learned how to do this; it isn't difficult.

If you don't want to learn that, perhaps looking and posting on some Forscan forums can direct you to someone able to help. Ford auto electronics is a specific craft, and most "mechanics" shy away from learning about it because they either can't read, haven't read since they dropped out of high school or just aren't interested. Find someone who likes this work and they will solve your problem quite easily.

Please don't buy a harness. There's no water wrapped in those wires.
 






Dealerships are not good at Diagnostics, they just replace stuff until it is fixed or until, you go away.
Each tech is different, whether at a dealership, an independent shop, or a forum. When I worked at a dealership, I never recommended a part unless rational diagnosis (often straight from the Ford PCED) led to it failing a published test. That's part of why some other techs & service advisors didn't like me.
 






If the insurance did cover the problem, and the estimate came to the $14-18K your mentioned that PIU would be considered a total loss because the repair cost exceeds 80% of the value of the vehicle.
