1994 explorer wont lock into 4 low

Hi I have a 94 explorer limited and I can't get it to lock into 4low. Im putting it in 4hi and the light comes on and you can hear the 4x4CM clicking and hear the transfer case locking then I put it in N push brake and push 4low button and nothing. No clicks in computer module or transfer case. It just stays in 4hI. The light on switch stays on but on 4x4 not 4 low. Anything would help guys thanks. Oh I replaced the push button on dash and I took the shift motor off opened it and found the little plastic stopper on the gear broken so I replaced it with some fuel hose. I'm thinking its the actual control module but how can I check? Any relays or fuses for 4x4 that i don't know about.

Is it in neutral or park when you try and hit 4 lo?

It may be time to rebuild the shift motor.

Basically, the bushings in the shift motor go bad and the shift motor can't find the right spot OR its just filled up with old dried grease.
