2-3 shift problem/question

My trans has recently been rebuilt with everything new plus a shift kit when I got it back the truck wouldn't shift unless I let out of the gas. So I adjusted the bands and put a new vacuum modulator on it and adjusted my kickdown cable(I think I did it right) and that's helped a lot at times it will still only shift if I let out of it but my main question is what effects the 2-3 shift? I ask because when it goes from second to third you feel it disengage gear and then you feel it engage gear instead of just engaging gear any ideas? It does have little more fluid than what it should he that makes a difference

Kind of sounds like the governor is malfunctioning. Any proper rebuild should include a new governor. I'm not sure what you are saying in the last two sentences of your post.

Have a look in the trans section for governor replacement. It's pretty easy to do.
