And man that is some strict inspections you have.
Missouri is quite possibly going to do away with vehicle inspections.
I'm hoping they do because it is a rip off.
I don't know how they regulate it in MA but here you can't trust most of the places that do motor vehicle inspections in Missouri.
When the state allows Midas, Car-X, Firestone & the like to inspect vehicles they lie to people telling them you need this or that to pass when realy you don't.
Stic-o is right. There is also no self adjusting mechanisam at all so you don't need to move a lever to get the adjuster to turn. If you jack up the wheel just turn the adjuster until you get some drag and then back it off a little.
The parking brake on all of the 95+ 2nd gen Explorers suck big time. They barely hold on a slight hill, they will not on a steep incline. Yes adjust them until they just barely drag with the wheel off of the ground. Good luck,

If you are lucky there will be some brake material left.
1-1/2 years ago when I put rear brakes on my '97 Mountaineer there was not any brake material left.
The e-barke set up is poor. What it is is a mini drum brake inside the inner part of the rotor itself.
