3rd Row Seat Stuck?

So on my 2010 EB the passenger side 3rd row seat is stuck up. I can't find any forums that deal with the non-powered ones. I pull up on the lever and it moves down only a little bit before getting stuck and wont go down any further. If needed I can upload a video link if that will help anyone figure out what's happening.

That wasn't my problem, the handle works and it goes down but it was getting stuck on something.

But long story short I figured it out, I looked underneath the seat and there was this like, metal bracket just hanging out under there stopping it from going all the way down. Still not sure what said bracket is actually supposed to be for.
