I am helping a friend out with her 97 explorer 5.0. It was parked about a year ago with a bad battery, several others attempted to jump start the vehicle with no luck. I installed a new battery and the vehicle cranks over very good. I have no spark or fuel pressure in the fuel rail.
I hooked up a scan tool and recieved no codes.
The check engine light ,the security light, and the anti lock brake lights do not light up with the key on.
Has anybody have any Ideas? She cannot afford to take it to the dealer for them to look at it.

Quick question, does any of the lights com on when you first turn the key to on? They should all illuminate, especially the check engine light till the engine starts.

If your not seeing any lights when the key is at the on position then you probably have blown fuse or bad relay. I would start by looking through all the fuse panels to make sure they are all seated right and not corroded.

Seems like a dumb question but how are you checking for spark and fuel pressure?
 






Check the fuse box under the hood, there is a PCM relay and a PCM relay fuse. Sounds like the PCM is not getting power, which is why the lights do not turn on with the key.
