Bumper Rust

I've got some rust on my bumper (not chrome) that I'd like to get rid of. How should I go about removing it? Wire brush and WD-40? And should I try using a can of "rust converter" and painting it? What's the best method?

your best bet is to take off the bumper and search for any rust and wire and sand it then prime it with some rust stopper (with zinc for best results) anyway if you do not want to take it off. Then you should just sand underneath and spray with some primer
