different front bumpers on a 99?

i need a new bumper cover, mine is cracked
i have a 99 EB and it has round fog lights
i found an add on CL for someone selling a front bumper for a 99 EB, SWEET!!
i email for pics and this bumper is different , it has rectangle foglights

was this from a different year, and the seller is mistaken?

was there a switch in styles somewhere in there?

Its probably from a 1998 or older. My 98 has the rectangle fogs, but in 1999 I think Ford changed to round fogs
