Is there something on the rental agreement where you fill in the vehicle that you'll be towing with? And if so, wouldn't you have some explaining to do if something were to happen?

I towed a volvo S40 behind the Cherokee I use to have. 15 mile trip and there were many white knuckle moments. I do have quite a bit of experience towing too. The dolly didn't have brakes and I had to stop halfway through to let the heep brakes cool.
I had to trailer the heep later (unrelated). With the right equipment it was infinitely less sketchy. I did get good at keeping an eye on the side view mirror though when pulling a load as wide as the road I was on:
I just got to spend 2500 getting the trans rebuilt after towing a pop up camper 3000 miles. Trans may have had some problems when I got it, but I know I did not help. Some good info in the forum on this.
