That it is easier and cheaper to find off road tires for 15 inch wheels as opposed to 16" or 17"?

If you are runnng 31s, 32s or 33s maybe.
You just need to know the metric sizes as well.
What are you looking to run?
265/75/16 is about a 32x11.5
285/75/16 is about a 33x12.5
315/75/16 is about a 35x12.5

As long as you stay 35 and smaller yes, it's true. But you can always find tires for 16" and 17" wheels, they will just be more expensive too.
