low rpm's wont take gas

'94 ford ex. new heads checked all air hoses but dont have but 2000-2500 rpm's runs great sitting still but do not have enough rpm's to hit the road.new plugs and wires have checked timing gears and componants. every thing seems a ok

New heads. Because of a blown head gasket?

Wondering if the converters are clogged up.
