I'm looking for a 12volt connection uinder the hood of my 2007 Ranger, that comes on everytime the key is turned on. I want to use it to turn my headlights on.

hmm.. should be a relay in the fuse/relay box that does that.
you gotta either wire off of it or
effectively double relay in parallel with the headlights so you can still turn them on without the car on..
use a DPDT relay because you might want a way to turn them off with the car on.
but they will come on when you got the car on or on "aux" .. would be annoying if you didnt use one. (ie no rocking the car in the woods behind your gf's house on a hot day with the a/c on because your lights would still be on)..

just sayin.. lol

Hood connection

I went thru some of the fuses under the hood, and it seemed that on point of each fuse was hot all the time. But I did not check every one.

I agree with the idea of being able to switch lights off.
My 93 had places on the dash where I could add a factory switch to accomplish that. I do not see the same on the 07.
I could accomplish that under the hood by using a point like on the heater fan.

But for the time being, I would like some point, that I do not have to cut wires IF POSSIBLE
