New starter and battery, still won't start.

I pulled the engine and changed timing chains. Bought new battery and starter and put them in and all I hear when I turn the key is a click from the solenoid. Which, obviously, tells me it's trying to engage but not spinning. So I pulled the starter down and turned the key and it both engages and spins, but put it back in and it engages again but won't spin. The engine rotates smoothly manually with a socket and ratchet on the damper also. It is a 03 4.0 XLT. Any help is appreciated.

Perform a voltage drop test on the starter power cable.
