P0401 - Low Flow EGR

So my 02 Explorer "Service Engine Soon" light came on. I checked the code and it kicked back P0401 - low flow from the

I have already replaced the EGR and the "Service Engine Soon" light is still comming on. (Yea, I erased the codes... and disconnected the battery.) It still comes on.

Is it possible I have a vacuum leak?

Any ideas as to where my problem might be?
