Primer for Plastics

I am getting my tail light covers ready for paint. What kind of primer should I use? Also, it said to rough up the glossy plastic. I just used steel wool to scuff it up. Do I need more roughage than that?
 






I would use a clear, flexible primer first. Then shoot a few coats of regular gray primer on, then your main coats, then clear coat. Might want to use some 1500 grit sandpaper to rough the covers up a little more.
