problem aiming hellas

so a budy and i put on my hellas but i cant get them to aim right. it seems like i can only aim them farther up and not down. they are too high and i need to aim them down
this is what it looks like right now

the way it is made doesnt allow me to aim it lower because of this piece

can anyone help me out?
i need to aim it lower and i cant...

Couple of thoughts...
Can you bend the bar they are mounted on further away from the grill?
Can you file off the bottom of the mount so it can be turned lower?
Can you cut a couple of washers in half to use them as shims on the back half of the mount between the lights & bar? (last ersort)
Is it the bolt head that is stopping the light from aiming lower? Get a flat head bolt.

...I second that the problem is the angle of the bar of which they are mounted on...You might just add a tab or a wedge tap to cure this...
