I would say no, but maybe with the right setup. They clamp under the rails, but I have seen some covers have tracks for racks, so maybe. 
Probably going to sell the topper, as don't really need it anymore. Mainly bought it for moving the dogs, but with the f150 there is enough room in the cab.
But it does look dam cool on there

I wonder if a '19 would fit a '24... which model & PN? Just curious..... I've been debating between a hard tonneau cover and one of the soft toppers... or both if it could work hahaI would say no, but maybe with the right setup. Hmmm... food for thought.............. let me know if you go thru on selling it......Tonneau is different part number for the '24, but the topper shows the same part number for both

9900# is not that much for a 6000# truck imo,
It’s a lot for a ranger that is for sure!!

The curb weight of my Ranger stock is only 300 lb. less than my F-150. It's probably the same now with the sliders, topper and bigger tires. Remember the entire body of the F-150 is Aluminum.
Yet the F-150 is rated at almost double the towing capacity. It has a much bigger rear axle (9.75) and huge rear brakes (12.2" Ranger vs 13.7" F-150 Max Tow, F-250' are 14.3")

Interesting, good point! I'm used to the trailer weighing maybe max 1.5x as much as the truck (at least with our old f250, explorer, etc)Huge brakes lots of traction

Everything has basically just gone up a class.
A 1997 F-150 4x4 Super Cab w/ 5.4 has a max tow at 7700 lbs.
My 2019 Ford Ranger 4X4 Crew max tow is 7500 lbs.
My old 2005 Ford F-150 4x2 Crew w/5.4 had a max tow of 9500 lbs.
My old 2001 Ford F-250 4x4 Crew w/6.8 had a max tow of 10,300 lbs. Although it was probably a lot higher when I went to 4.88 gears in it.
My new 2023 Ford F-150 4x4 Crew w/ 3.5 Eco and max tow package is rated a 13,800 lbs
