trans slow to shift from park to drive and reverse

My 1996 xlt is slow to shift from park to drive and also into reverse. fluid level appears ok. What may be problem.

I had a very loose filter and it took care of that problem. Maybe time to drop the pan and change the filter?
There could be other issues as well...
