If your pump isn't working, it may be a relay issue. My '01 XLS had the pump stop working and it was the relay. There is a dual relay box inside the engine compartment mounted on the inside of the passenger's side frame rail. The relays in that box control the washer and wiper motors. If one of the two relays fail, either the wipers or the washer won't work. Try swapping the relays, and if the problem switches, you've found the bad relay. I've seen this in several of the Gen II Explorers. Apparently the relay's aren't sealed very well, and they get water/dirt in them and quit.
