what kind of offroad lights should i put on my bumper?

Yes, any drill can do it. Some are just better than others. If you've got a cordless, a 12 volt and up would do the job.

On the bright side, drilling this part of the bumper.. it won't be noticeable or create any possible leak problems. (Which is why drilling usually bugs me most of the time.)
