Best way to patch up chipped paint and rust?

I have a white 99 mountie with some chipped paint and rust spots in the gutters on top of the roof. What's the best way to take care of these on a tight budget?

1. Thoroughly clean the area with Dawn or a similar cleaner.
2. Spot-use a rust remover (generally available at Walmart, etc.).
3. Rewash the area again to remove any rust remover residue.
4. Apply touch-up paint with a tooth pick directly into the area that should now be bare metal.
5. Let dry, and repeat as necessary to get the area even with the surrounding paint.
6. Apply wax or sealant on the area, as the Dawn will have stripped any wax or sealant you previously applied.
7. Rejoice. :)

Or just spray on top of the dirt and rust.

Thanks Flounder

For paint chips use a similar color crayon to fill it in and then touch up paint.:D

For scale best thing is to sand prime paint. Cancer if left untreated will get out of control.
