Some of the relay pliers in that link come with a fuse pliers.
Finally was able to yank it out. I Replaced with a new one and topped off oil. Still won't start. Wonder if there's a problem with the new fuel pump mechanics recently replaced.

No check engine light with key on is the problem. No cel, no pcm power. Double check the connectors and fuses.

No cel while Cranking engine is crank sensor, or it's wiring.

So the Check Engine SHOULD light up when I crank? The Check Oil does. What is "cel" and "PCM" power?

Cel= check engine light. No cel with key on, = no power on self check , or power to pcm.
Pcm must power on before anything else will.

The cel should flash while Cranking which shows the crank sensor is triggering the ignition.
The crank sensor and wiring is easily disturbed or damaged with extensive repairs

Edit. For clarity. Turn key to on position. Do not turn further to crank. Do all dash lights and check engine light turn on?

So when I turn it on without cranking the only lights that light up are the battery logo and the REAR ANTILOCK lights. If I crank the CHECK OIL light lights up.

What is pcm?

Thanks!

Here's my relay. Would I jump terminals 3 to 5? For the bypass?

Pcm, sorry ecm. Engine control module. Computer.

With no check engine light there is no ecm power. That's the problem. Check the ecm relay.

Fuel pump will not turn on, until the ecm does. Don't know how to explain this any better.

Ok makes sense. I managed to pull the other two relays. Which is the ecm? Brown or black?

When i asked about the CEL while cranking, i was alluding to your ECM relay being bad. Fuel pump relay runs off the ECM relay. I had this issue and replacing the ECM relay fixed it.

@RemingtonBlake
This issue should have its own thread. This is a how to thread.
Please start a new thread describing your issue. I'll then clean this thread.

Thanks
