New to Explorers Help!

Just picked up a 1991 Explorer XLT EB for $400. Had been sitting for 3yrs Needed a fuel pump. got it running and now it won't shift out of 2nd. I put it in OD it shifts fine into 1st shifts fine to 2nd then just stays in 2nd never shifts into Drive or OD. I can manuely shift it from 1st to 2nd and its fine but shift to Drive or OD it just revs. Trans fluid is full but I going to change it. Any ideas? Thanks!

manual shift to second, but neutrals when shifting to drive sounds like a stuck governor. look in the "stickies" to find out where it is & how to cure the problem.
