Unused wire harness behind dash?

Hi folks!

I just replaced the gauge cluster bulbs using the reference here:

And I've got a dumb question.

Shown here is a wiring harness:

What the heck is this? This harness just snaps into bare plastic. It doesn't actually plug into anything.

What "option" is this, or what is my Explorer mising?

Funky.

Besides the bumper with the sensors, and whatever plugs into this harness, what would be needed to make that work?
 






I was wondering also what the connector is for. My '97 doesn't have the connector, but the 2000 I got my new dash bezel from does have the connector.
 












I think the v8's and 2wd have that dummy plug -it is where the 4wd switch would connect If I am correct.

Mine is a 4.0L SOHC V6 4WD. The 4WD switch is in the bezel that surrounds the radio.
