93 xlt lift/mod questions

This Stinks man. in new hampshire the bottom of the bumper cannot reach over 20 inches on passenger vehicles(explorers being one). i want to take my X offroad come spring/summer time and i want to do these mods as soon as i can. explorers bumpers are pretty damn close to 19-20 inches off the ground...atleast mine is.Any suggestions to my problem? i am currently lookin to buy brush guard tailight guards and bigger tires but i want a lift but stupid new hampshire any suggestions are very appreciated.

So even a 4 door 4x4 is considered a passenger vehicle? Get a 3" body lift and don't put the bumper brackets on so it stays where it is. May not look the best but will let you put a little bigger tires without moving the bumper up too much. Good luck.
