muffler/head bolts ???

Okay, I've tried soaking the bolts with WD40, and some foaming PB penetrant oil. I've taken a propane torch to them. I have loosened 1 of 4, and rounded another bolt head off.
Any other suggestions on how to loosen the others, and how to remove the rounded-off bolt?

If heat doesn't work your only other option is to cut the heads off and pound the rest out.:frustrate
