I know this is a few years later, but I just wanted to pipe in and clarify something. On the 99-00 Rangers, the PATS module was a standalone module located behind the passenger airbag. That module, not the PCM, was in charge of allowing the starter to operate. So even when we delete PATS in the PCM (which restores injector pulse), the PATS module will still prevent the starter from operating. You have to manually and permanently ground the starter relay, or the truck still won't crank. We normally provide instructions, pictures, and diagrams on exactly how to do this via email, when we ship the PATS Deleted PCM back to the customer.
On 01-03 Rangers, the PCM is the PATS module. So when we delete PATS on those, the PCM knows to ground the starter relay and enable cranking. No wiring mods necessary. These Rangers were particularly difficult to delete PATS on, since there is no factory on/off switch in the calibration. We had to reverse engineer the PCM and make our own method. That was also true on Explorer Sports, Focus, Taurus, and some other models in those years.
On 04-up Rangers, it's unclear if the instrument cluster is the PATS module, or if the cluster just forwards the key codes from the transceiver to the PCM. I believe that's likely the case. In any event, the PCM controls the starter and so no starter wiring mods are necessary.
FYI, Ford IDS software cannot delete PATS. There is no PATS Relay (but there is a starter relay). And bypassing the starter relay to get it to crank will not solve a PATS problem, since the PCM will still disable the fuel injector pulse until we delete PATS.
