I found an interesting article about these dating back to 1999
My brother installed these in his X when one of his bulbs blew out. Let me tell you, these are pretty bright lights. And the advantage they have over HID is that they are 100% street legal.
The price of these must have come down since 1999, because I paid $20 for a set of 2 at Wal-Mart

The cool look of icy blue headlight beams is no longer reserved for the automobile jet set, ever since mock imitation high intensity discharge (HID) head lights have found their way to mass. The new bulbs, known as blue halogen replacement bulbs, were previously available only through mail order.
Sylvania's Cool Blue version debuted last fall. The bulbs retail for $24.99 a pair and give off a super white light with a bluish tint that makes the road appear brighter and gives an upscale look to the car.
Phillips Lighting puts out a similiar bulb called Blue Vision, while GE Lighting just last month launched its Version called Super Blue, which sells for $13 to $15 per bulb.
