The photo below shows what my pad looked like when I removed the torsion bar.
I cleaned the rust off the pads and lever, applied wheel bearing grease to the pads and reinstalled the torsion bars. It seems unlikely to me that pads would result in a noise since I suspect the lever only moves when the torsion bars are adjusted. I cleaned and greased them to make them easier to adjust.
