302 swap and pa emissions

well as the titile says this is about a 302 swap, i just need to know one simple thing, will a 302 with a carb pass emissions in pa? im moving to erie pa and i need to know, because my next door nieghbor has a 302 and a 5 speed tranny that he has offered me out of a 72 mustang(i think), for a cheap price, and i was going to get rid of all the computer junk my car has, but i need to know if it will pass emissions

Most of PA is only visual I believe. So the emissions just have to be there or it to pass
 






I believe the badly polluted counties (my dad lives in burks and they have it there) have very strict emissions, and the rest have very limited emmision standards. I would check on the state dmv website, or ask a mechanic at a place that does inspections.

I was also considering a 302 swap since my friend has to rebuild one for school. but with these gas prices putting a bigger engine in is on hold for the time being.
 






pa is visual for vechiles made before 1995, but what do they look at for emissions?
 






I personally would check with PA emissions before you check with this board and do the conversion.

Mines a 2000 and my county only requires visual. So they do a visual check.

I believe they look for the EGR and CATs. stuff like that I guess.
 






In New York for cars older than 25 years old they only do visual. Its soposed to appear stock. My friends '77 cutlass supreme passed without a cat. Infact it was just a muffler after the y pipe off the headers, and he got it inspected at a muffler shop.

In CA the king of emissions, You can only swap a same year or newer motor. Then it must pass smog. Pre 75 anything goes no smog required :D
 






You will not pass anywhere in PA with a carb'd Explorer and you won't be able to put a 302 in yours and pass inspection (wasn't available in your model year). Here's how PA emissions law works:

In the areas with the smog check (major metropolitan areas), you are required to pass a visual and sniffer test. The vehicle must be equipped with all the smog equipment that originally came with the vehicle, and must have an engine in it that was available in that model year of the vehicle. You can swap in a newer motor, but it must also be of the same type that was available in the vehicle year...I.E, you can't put a 351 in any Explorer, but you could put a 5.0 in a 1996 or newer Explorer, but the motor must be at least as new as the vehicle. In areas without the smog check, the vehicle must visually have all the emissions equipment that it originally came with (doesn't have to be working...go figure :rolleyes: ) and also must have an engine in it that was available to that vehicle in it's model year...Vehicles that are pre-1976 are exempt.


The only exception is if you drive it under 5k miles a year....you can then get an emissions exemption but only if you live in an area with the sniffer test!! :confused: . They screwed up the law when they wrote it.

I've been through this with a buddy as he has tried to get his old farm F-150 through emissions. We live in an area with only the visual, and the state won't give him the exemption.

PA has some very dumbass motor vehicle codes!! :fire:
 






Yes Pa is weird when it comes to emission testing I live in one of the county's that has it ( yes not all of the county's have emision testing) and I have gotten my old Bronco II passed in the sniffer test with a 90 5.0 with a carb on it yes it did have most of the smog crap from the 90 mustang that the motor came from just no egr and it passed after tuning the carb. now it passed 4 years in a row and at a different inspection station every year. never had a problem with it being a 5.0 in the Bronco II all I every got from the stations is how do you like it with the v-8 in it, one thing is that the inspection station has to test it as if it had a v-6 in it.
