torque monster headers, or a welder?

ok so the wife wants to get me an anniversary gift... i first wanted tmh, but now i am leaning towards a welder, i mean i see both as wonderful. when you give your selection and you choose welder, will you pls suggest a kind, it will be used for tube bumpers, roll cage, and rock sliders, and keep in mind my price range, around 600. thank you for your input.
